Words on the World Stage: A Diplomat's Reflections on Public Oratory
Sir Harold Nicolson, the veteran British diplomat, historian, and Member of Parliament, spent four decades observing international negotiations at the highest levels. Having served at the Paris Peace Conference in 1919 and through the diplomatic crises of the interwar years, Nicolson possessed unique insight into the art of political persuasion. In his post-war lectures on diplomacy, he offered candid reflections on the power and perils of public speaking. Never before, he warned, had the spoken word carried such immediate potential to resolve international conflicts or ignite catastrophic misunderstandings.
Rarely does public bluster achieve enduring diplomatic success. According to Nicolson, amateur speakers often confuse loud theatrical indignation with persuasive strength. Under no circumstances should a diplomat let emotional rhetoric outpace rational policy. Seldom do international treaties succeed when envoys play to domestic partisan galleries instead of seeking practical compromises.
