Internal Memo on Literary Register in Briefings

To: All Briefing Leads
From: Dr Park, Communications Directorate
Subject: Register Control After the Northbridge Incident
Classification: Internal — Training Use

Colleagues,

Yesterday at 08:12, a draft briefing reached the minister's office with the following sentence:

"The regional transport pilot has encountered several minor implementation challenges."

At 08:19, the minister called.

"Minor?" she asked.

By then, one station had been closed, two contractors had withdrawn, and the launch date had slipped by six weeks.

The sentence was grammatically correct.

It was also a failure.

Not because it was formal, but because its register softened reality so aggressively that the reader could no longer see the situation clearly.

That incident is why I am sending this memo.

The problem we need to fix is not "formal versus informal English."

It is register control.

A briefing note is a high-pressure form of writing.
