II . The Council Rock Suddenly the moonlight at the mouth of the cave went dark . Shere Khan’s great square head was in the doorway , and behind him Tabaqui was crying , “ My lord , it went in here ! ” “ A man’s cub came this way , ” said Shere Khan . “ It is my dinner . Give it to me . ” Father Wolf knew that the cave was too narrow for a tiger to come in . “ The wolves are a free people , ” he said . “ We take orders from the leader of the Pack , not from a striped cattle - killer . ” The tiger’s roar filled the cave like thunder . Mother Wolf jumped up in front of the cubs . Her eyes shone like two green moons in the dark . “ It is I , Raksha the Demon , who answers ! ” she said . “ The man’s cub is mine , Lungri . Nobody will kill him . He will run with the Pack and hunt with the Pack . And in the end he will hunt you ! Now go ! ” Shere Khan did not want to fight Mother Wolf . He knew that she would fight to the death . So he backed out of the cave , growling . “ We will see what the Pack says , ” he shouted . “ The cub is mine , and in the end he will come to my teeth ! ” “ Do you really want to keep him ? ” asked Father Wolf . “ Of course , ” said Mother Wolf . “ He came to us alone and hungry , and he was not afraid . I will call him Mowgli , the Frog . One day , little frog , you will hunt Shere Khan , as he has hunted you . ” The Law of the Jungle says that when young cubs can walk , their father must show them to the Pack . So on the night of the full moon , Father Wolf took his family to the Council Rock , a hilltop covered with big stones . Akela , the great grey Lone Wolf , lay on his rock at the top . He was the leader of the Pack . Below him sat forty wolves . “ Look well , O Wolves ! ” Akela called , and the wolves came quietly to look at each new cub . At last Father Wolf pushed Mowgli into the middle of the circle . Mowgli sat in the moonlight and played happily with some shiny stones . Behind the rocks a voice roared , “ The cub is mine ! What have the Free People to do with a man’s cub ? ” It was Shere Khan . Some young wolves began to growl and asked the same question . The Law says that two members of the Pack , not the cub’s parents , must speak for a cub . “ Who speaks for this cub ? ” asked Akela . Nobody answered . Then Baloo stood up on his back legs . Baloo was the sleepy brown bear who taught the young wolves the Law . He ate only nuts , roots and honey , so he could come even to the Council . “ I speak for the man’s cub , ” he said . “ Let him run with the Pack . I will teach him myself . ” “ We need one more , ” said Akela . A black shadow dropped into the circle . It was Bagheera the black panther , a big wild cat with a voice as soft as honey . Nobody wanted to cross his path . “ The Law says that you may buy the life of a cub for a price , ” said Bagheera . “ To Baloo’s words I will add one fat bull . I killed it just now , not half a mile from here . Will you take the man’s cub ? ”
