Mara Ellison wanted the last blank line on the grant form to carry a name the committee had already set aside . She had spent the morning under a shop on the far side of the river , watching a small company rehearse . Sisters argued over a key in a kitchen scene . The floor was bare concrete , and the radiator clicked once and then stopped . Tomas , their director , did not ask her to save them . He asked if the paper in her bag was still the unfilled line . It was . Every other grant on the year's list had a name . The committee would give the last one away before the afternoon ended . A woman came in from the rain with a shopping bag and laughed when the younger sister hid the key in a teapot . There was nowhere to buy a ticket . She nodded at Tomas as if she meant to return , then went back into the wet street . Mara made no note . The form wanted a venue , an audience an officer could defend , and any money already pledged . It had no space for a person who stayed . At four the committee sat in a room that still held the day's heat . The chair read the shortlist as the officers had ranked it : a summer festival in the old market hall , a touring show with a sponsor waiting , a children's season at the civic theater . Each could be explained in one sentence . Each would fill seats the city already knew how to count . He glanced at Mara's closed folder . " The company across the river , " he said . " You went . " She had prepared a speech on the tram , about work that starts before a full house , and about a city that pays only for applause it already understands . She did not give it . They had heard that argument whenever a thin room came up , and they were tired of treating a small audience as a principle . " They are not ready , " she said . " The room is wrong , and I will not promise you those seats will sell . A woman with a shopping bag stayed for a scene she had not come to see . If the last line goes to the market hall , that basement closes when the weather turns . I want the line left with them . " No one argued for the festival . The chair tapped the page . " Write their name , " he said . " Under it , write that this is not a promise of another year . " Mara wrote the name and left the speech in her bag . The line was no longer empty .
