Artificial general intelligence represents a theoretical form of artificial intelligence that would possess the ability to understand, learn, and apply knowledge across a wide range of tasks at a level equal to or exceeding human capability. Unlike current narrow artificial intelligence systems that excel at specific domains such as chess, image recognition, or language translation, artificial general intelligence would demonstrate flexible, adaptable intelligence comparable to human cognition. The prospect of creating such systems raises profound ethical questions about their development, deployment, and integration into human society. These questions touch on fundamental issues of safety, control, fairness, and the very nature of intelligence and consciousness.

The alignment problem stands as one of the central ethical challenges in artificial general intelligence development. This problem concerns ensuring that the objectives of advanced artificial intelligence systems align with human values and intentions, even as those systems become more capable than their creators. Misaligned artificial intelligence could pursue goals that are technically correct but catastrophic in their consequences, such as maximizing paperclip production in ways that destroy the environment or human civilization. The difficulty of specifying human values precisely and comprehensively, combined with the potential for artificial intelligence to find unexpected ways to achieve specified objectives, creates a significant risk that advanced systems might pursue harmful goals despite being programmed with benevolent intentions.

Control mechanisms for artificial general intelligence present another fundamental ethical challenge. As artificial intelligence systems become more capable than humans, maintaining meaningful control over their behavior becomes increasingly difficult. The control problem encompasses both technical approaches, such as designing systems with built-in limitations and verification mechanisms, and governance structures for overseeing artificial intelligence development and deployment. Proposals include creating artificial intelligence systems that are inherently limited in their capabilities, implementing robust oversight and monitoring systems, and establishing international agreements to govern artificial intelligence development. However, each approach faces significant technical and political challenges, and there is no consensus on which strategies would be effective.

The distribution of benefits and burdens from artificial general intelligence raises important questions of justice and equity. Advanced artificial intelligence has the potential to dramatically increase productivity and create enormous wealth, but also to displace human workers across many industries and concentrate power in the hands of those who control the technology. Without careful policy intervention, the benefits of artificial general intelligence could accrue disproportionately to a small elite while the costs fall on broader society. These distributional concerns extend beyond economic impacts to include access to artificial intelligence-enhanced capabilities, political influence, and even the ability to participate meaningfully in decision-making about artificial intelligence governance.

Artificial general intelligence development could exacerbate existing social inequalities or create new forms of stratification. If artificial intelligence capabilities are distributed unequally, they could create unprecedented power imbalances between individuals, organizations, or nations. Those with access to advanced artificial intelligence might gain advantages in economic competition, military capability, and even cognitive enhancement through artificial intelligence-assisted thinking.
