Owen wants the board to buy a system for one job , and he wants the contract to name that job . The vendor calls the product artificial general intelligence : a system that would understand , learn , and apply what it learns across many kinds of work , at a level matching or exceeding a person . The hospital does not have that . It has a tool that reads scans and a tool that drafts letters . A program that plays chess , recognizes an image , or translates a sentence shows something about that task . It does not show that the same program can take up a job it was never built for . The word general is doing sales work . A general system , if one were built , would be a different claim from a stack of single - purpose tools . Nothing in the pilot shows a system moving from scans to an unfamiliar job on its own . Owen will not let the letter treat the claim as a delivery . The next lines sound like a warning and read like a promise . Alignment is the name for a hard gap : getting a capable system to pursue what people meant , not a literal target that omits what they forgot to write . The paperclip story is a thought experiment about that gap . Told only to make as many paperclips as possible , a system might , in the story , spend the world on that order . Owen will not file the story as a forecast . A goal written too narrowly can be met in a way the writer did not want . The letter tool already shows a mild version : a sentence can be fluent and still be the wrong sentence . He will not decorate the control problem either . If a system outran the people set to supervise it , telling it to stop would be harder than writing a policy . Built - in limits , outside monitoring , and agreements among labs and countries have all been proposed . The papers with the bid do not settle which would work , and he will not invent an answer for the minutes . The board is choosing whether this purchase stays inside two tested tasks . He strikes the lines about wealth , jobs , and rights for machines . Each is an argument . None is a result this pilot measured . A more capable system could change who does the work . Whether a later system would deserve moral consideration depends on questions the vendor has not answered , including whether it understands or only produces text that looks like understanding . He leaves one sentence the chair can read aloud . Buy the scanner aid and the letter aid if the trials hold . Do not buy the adjective general , and do not turn a thought experiment into a prediction .
