Mira Shah wanted one thing from the licensing office : a warehouse permit in her company's name , earned in the ordinary queue . She wrote one line in the compliance log : consultant offered cash to speed a routine permit ; offer refused ; no official named , because none was given . She still wanted the warehouse when she locked up . The permit sat in the same queue as that morning .
