In October 1962 , the world stood on the precipice of thermonuclear war . The crisis began when American U - 2 reconnaissance aircraft photographed the construction of Soviet ballistic missile facilities on the island of Cuba , just ninety miles from the coast of Florida . This deployment represented a direct and unprecedented threat to the United States , fundamentally altering the strategic balance of the Cold War . President John F . Kennedy immediately convened a secretive group of advisors , known as the Executive Committee of the National Security Council , to formulate a response . The military brass strongly advocated for a pre - emptive airstrike followed by a full - scale invasion of Cuba . However , Kennedy and his civilian advisors feared that such aggressive action would inevitably trigger a retaliatory Soviet strike on West Berlin , leading to an uncontrollable escalation . Instead of an outright attack , the President authorised a naval ' quarantine ' around Cuba to prevent further Soviet weapons from reaching the island . The term ' quarantine ' was deliberately chosen over ' blockade ' , as the latter constitutes an act of war under international law . For several days , American and Soviet vessels engaged in a tense standoff in the Caribbean , while frantic diplomatic negotiations occurred behind the scenes . The breakthrough came via a series of back - channel communications between US Attorney General Robert Kennedy and Soviet Ambassador Anatoly Dobrynin . They forged a precarious compromise : the Soviet Union would dismantle its missiles in Cuba , provided the United States issued a public pledge not to invade the island . Secretly , the Americans also agreed to remove their own Jupiter missiles from Turkey . The Cuban Missile Crisis remains the closest humanity has ever come to global nuclear annihilation . It served as a sobering catalyst for improved communication between the superpowers , leading to the establishment of the Moscow - Washington hotline and the signing of the Limited Test Ban Treaty the following year . Have you ever had to resolve a high - stakes conflict through negotiation ? What communication strategies do you find most effective when the opposing party refuses to back down ?
