Dear Minister Alvarez , Rarely have our two institutions had an opportunity as promising as the cultural exchange proposed for next spring . The sentence survived three rounds of editing because it did more than sound formal . It placed the adverb " rarely " in initial position and triggered subject – auxiliary inversion — " have our two institutions had " rather than the neutral " our two institutions have had . " The marked order signalled emphasis immediately , before the letter had even named the programme itself . In diplomatic correspondence , that kind of inversion can be useful . It can also be disastrous . The first draft of the letter had contained five marked structures in its opening paragraph : " Never before have our institutions cooperated at this scale . Rarely has such an opportunity arisen . Only now can the programme move forward . Under no circumstances should the timetable be delayed . Not until next year will the full benefits become visible . " Each sentence was grammatical . Together , they sounded absurdly theatrical . Hana , the senior editor , crossed out four of them . " Marked word order is not formal because it is unusual , " she said . " It is formal when the unusual order serves a precise rhetorical purpose . " That distinction mattered throughout the correspondence . The letters concerned a proposed cultural exchange between two national institutions . The programme itself was straightforward : visiting artists , shared exhibitions , joint archival work , and a series of public lectures . The politics were less straightforward . Both sides wanted the agreement , but neither wanted to appear dependent on the other . Neutral word order was therefore the default . " We appreciate your ministry's willingness to extend the programme . " Simple . Direct . Safe . But when the writers needed to signal a stronger stance , they occasionally moved material to the front of the sentence . " Under no circumstances should funding for the student programme be reduced . " The negative phrase " under no circumstances " triggers inversion : should funding be reduced not : funding should be reduced The effect is emphatic and categorical . That makes it powerful — and dangerous . In a diplomatic letter , categorical syntax can sound firmer than the sender intends . Pavel suggested a softer alternative : " We would strongly prefer that funding for the student programme not be reduced . " The grammar was less marked ; the position was less confrontational . The team kept the inverted version only in an internal briefing note . The next problem appeared in a letter about scheduling . The draft read : " Only after both legal teams have approved the final text can the signing date be confirmed . " Here the fronted restrictive phrase " Only after . . . " also triggers inversion in the main clause : can the signing date be confirmed The marked order was useful because it placed the condition before the conclusion . The reader learned immediately what had to happen first . Compare the neutral version : " The signing date can be confirmed only after both legal teams have approved the final text . " Both are correct . The neutral version gives the statement first and the restriction second . The marked version foregrounds the restriction . That difference is subtle , but diplomacy often lives in subtle differences . A similar pattern appeared with " not until " :
