To : All Briefing Leads From : Dr Park , Communications Directorate Subject : Register Control After the Northbridge Incident Classification : Internal — Training Use Colleagues , Yesterday at 08 : 12 , a draft briefing reached the minister's office with the following sentence : " The regional transport pilot has encountered several minor implementation challenges . " At 08 : 19 , the minister called . " Minor ? " she asked . By then , one station had been closed , two contractors had withdrawn , and the launch date had slipped by six weeks . The sentence was grammatically correct . It was also a failure . Not because it was formal , but because its register softened reality so aggressively that the reader could no longer see the situation clearly . That incident is why I am sending this memo . The problem we need to fix is not " formal versus informal English . " It is register control . A briefing note is a high - pressure form of writing . It must be concise enough to read quickly , precise enough to support decisions , and controlled enough that tone does not distort the facts . The best writers move between directness , formality , technical vocabulary , and occasional rhetorical emphasis without making the reader notice the machinery . The worst writers do one of two things . They either flatten everything into bureaucratic fog : " Implementation considerations remain subject to ongoing assessment . " Or they swing too far in the other direction : " The whole rollout is a mess . " Neither helps . The first hides the problem . The second abandons institutional control . What we need is language that is accurate , proportionate , and readable . Consider three versions of the same fact . Version 1 : " The pilot has experienced implementation challenges . " Version 2 : " The pilot is six weeks behind schedule because two contractors withdrew and one station failed its safety inspection . " Version 3 : " The pilot is in serious trouble . " Version 2 is the strongest briefing sentence . Why ? Because it names the problem without dramatizing it and without burying it . That is register control . A useful way to think about register is to ask four questions : Who is reading ? What decision must they make ? How certain are we ? How much emotional or rhetorical force is justified ? The answers determine the language . Later yesterday , another draft contained this : " Under no circumstances should implementation proceed before the legal review is complete . " The sentence is strong . Its marked word order places the restriction first and triggers inversion : " should implementation proceed " rather than : " implementation should proceed " This is not a neutral choice . Compare : " Implementation should not proceed before the legal review is complete . " with : " Under no circumstances should implementation proceed before the legal review is complete . " The second version sounds categorical . It leaves almost no room for negotiation . In this case , that was exactly the point : legal had identified a statutory risk . The marked syntax earned its place . But three paragraphs later , the same writer used : " Only after stakeholder engagement had concluded could operational planning begin . " Then : " Rarely had the department faced such complexity . " Then : " Of greatest concern was the possibility of reputational damage . " Individually , each sentence was grammatical . Together , they sounded like a speech . A briefing should not perform importance . It should reveal it .
