Mira Shah wanted one thing from the licensing office : a warehouse permit in her company's name , earned in the ordinary queue . The containers were already spoken for , the landlord was already looking past her , and a man named Ade had come with a faster idea . He set a plain envelope on the blotter . " This is not a bribe , " he said . " It is a small kindness so a clerk looks at your papers this season instead of the next . I will not tell you which desk . I will not give you a receipt . You will only know that the file moved . " Mira left her hands in her lap . She had opened this office so the company could store goods near the port , and she wanted that plan to survive a lawyer as well as a rainy road . Head office had been dull and specific . No cash to a public official to move a file . Not a gift . Not a fee with no invoice . Not a kindness that had to travel in an envelope . Ade leaned back . " I have watched other firms pay and call it facilitation , as if a softer word could wash the notes . In at least one legal system a payment to speed a routine official act still sits in a narrow exception . Your own lawyers refused to use it . They would rather lose a building than explain this . " He was trying to help her , which made the offer harder to turn down . A softer name was still cash to a public official for a faster look at a file . A missing name would only make the later audit harder . " I need the permit , " she said . " I will not buy my place in the queue . " " Then you may need a new landlord . " " Then I will tell this one the truth . The file stays in the queue . If the office wants more papers , bring the list on letterhead . If anyone asks for cash , write down the day , the place , and what was said , and do not pay . " Ade took the envelope back . He did not argue . He looked like a man who had heard this refusal before . " You will call me when the road is worse . " " I may call you , " she said . " Not for that . " When the door shut , the room felt larger and less useful . Mira moved the opening later in the project plan , with no date she was willing to promise . She wrote one line in the compliance log : consultant offered cash to speed a routine permit ; offer refused ; no official named , because none was given . She still wanted the warehouse when she locked up . The permit sat in the same queue as that morning .
