Andres Molina had one page in his folder and a room that wanted a speech . The warehouse permit was last on the agenda . The chair had already looked at the clock . Claire Dodd , speaking for the developer , had gone first . She called the site unused land . She said the city needed the jobs , and he was not going to argue about the jobs . She put a drawing on the table : a clean rectangle , a road , a loading bay , and no water anywhere in the picture . Andres did not have a drawing like that . He had walked the field the morning after the last heavy rain and come back with mud on his cuffs and a photograph of the fence . The lower wire was dark where the water had stood . From the road the field looked empty . Up close , it had been holding water . " I am not here to tell you the warehouse is a bad idea , " he said . " I am here because this ground takes the river when the river is high . The water spreads , and it sits . If you pave ground that holds floodwater , the water does not vanish . It has to go somewhere else . Another floor . Another road . " Claire shook her head , not unkindly . " It is a wet field in a wet month . We can drain it . The plan includes a pipe . " " A pipe moves water , " Andres said . " It does not give it room . The field gives it room , for a while , because the water can spread . Take that room away and the same rain can arrive faster downstream . I will not name the street that takes it . I will tell you the map in the packet does not show the flood line , and you are about to pave the place where that line would be . " The chair looked at the photograph , then at the clean drawing . Earlier in the week Andres had been asked to open with the climate and the city's long list of goals . He had left that opening in his office . A fence with a water stain was as far as his certainty went . " We are not voting tonight , " the chair said . " Put the flood line in the packet . Then we will know what we are paving . " Claire slid the drawing back into its tube . The chair turned to the minutes . Andres left his hand on the photograph until people started to stand .
