I am Priya. In January our neighbourhood association submitted a proposal to convert an empty lot into a community garden. The plan had been discussed at three public meetings, and sketches had been drawn by local architects who volunteered their time. Nevertheless, the city council rejected the application because several safety requirements had not been met.

Residents were informed by email that the decision would be reconsidered if revised documents were submitted before April. We were disappointed, yet many volunteers said they would continue fundraising in case the project was approved later. If the first submission had included a drainage study, the vote might have been different.

The chairperson asked whether soil tests had been conducted on the site. We admitted that samples had been collected but results had not been attached to the file. An engineer told us to repeat the analysis and not to rely on informal observations. New tests were ordered, reports were written, and copies were delivered to the planning office.

If the council had requested those tests earlier, months of uncertainty would have been avoided. Guidelines would have been clear, applicants would have known which studies were mandatory, and staff would have spent less time answering repetitive questions. Had communication been improved, trust between officials and residents would have strengthened.

During a follow-up hearing, a councillor wondered why traffic impact had not been assessed. The lot was small, but nearby streets were often congested when events were held at the sports centre. A traffic consultant was hired, data were gathered, and recommendations were made for temporary signage during garden workdays.

Opponents argued that maintenance costs would be passed to taxpayers if the garden were managed by the city. Supporters replied that grants could be sought and that composting workshops would be run by volunteers. If responsibility were shared, expenses would remain modest.

The legal adviser asked us to clarify who would be liable if someone were injured while using tools. Insurance quotes were requested, policies were compared, and a sponsor agreed to cover the first year if safety training were completed by every coordinator. Participants were told not to operate equipment until certificates had been issued.

If volunteers had been trained before tools were purchased, the insurance provider would have offered lower premiums. Equipment would have been stored securely, inventories would have been updated, and accidents would have been less likely. Mixed messages about liability had confused the initial review.

A reporter from the local paper asked whether the rejection had been influenced by commercial interests. We said we did not know, but minutes from earlier sessions were examined, and it was found that a retail expansion had been approved nearby. Some residents believed that parking demand had been underestimated in that separate proposal.

We were instructed to prepare a revised budget that showed how water would be supplied. Rain barrels were proposed, connections to existing pipes were explored, and estimates were checked against seasonal usage. The finance committee asked whether donations would be tracked transparently.
